  7.     As the Soviet Union slips from superpower status, some
  8. folks in the Pentagon must be dying to yell "We won!" GENERAL
  9. MERRILL MCPEAK came close. Visiting Moscow recently, the Air
  10. Force Chief of Staff addressed several hundred top Soviet air
  11. force officers, who were hoping to hear his thoughts on
  12. adjusting to the postnuclear era. Instead, McPeak spent much of
  13. his time describing the brilliant performance of the U.S. Air
  14. Force in the gulf war before musing, "In war, defeat is a better
  15. instructor than victory." O.K., so far. But then he added, "This
  16. is probably a Russian saying."
